Pelicans need safe nesting places, i.e. islands without predators. In eastern Oregon the drought has turned lake islands into dry mounds at places like Malheur Lake=no safe nesting for White Pelicans.

Meanwhile, in California they are starving..click here. Mystery still not solved.
