Pelicans need safe nesting places, i.e. islands without predators. In eastern Oregon the drought has turned lake islands into dry mounds at places like Malheur Lake=no safe nesting for White Pelicans.
Now their smaller cousins are also suffering. Click here for story on Brown Pelicans losing nest sites in Gulf of Mexico–rising sea level.

Meanwhile, in California they are here. Mystery still not solved.
