Here is story of small island population being moved to save money. Eventually civilized nations will need to do something similar for folks who are facing higher sea levels in low-lying areas. Relocation will make more sense, even to hard-nosed market economists and insurance companies, than constantly trying to rebuild after flooding or building ever-higher levees that need constant maintenance.
Meanwhile California’s power lines continue to cause fires. Where is the plan to underground the lines to get them out of the way of wind and broke limbs? That may happen only after states and local governments take ownership of the utilities. Why would any profit-driven company take safety precautions when bankruptcy can protect them from liability? It’s the Trump-debt plan and PG & E understands it well.
